The reason for Engineers needing to be Registered is to Audit them and there work- basically and good, legal engineer would be! Only incompetent are not, these are the “cowboys” whose awful work can and has resulted in deaths in the UK of Carbon Monoxide poisoning. Gas Appliance are very complexed they need correctly measured,sized and installed pipework and flues to remove the products of combustion safely and to avoid CO Poisoning, there are also many Gas Safety Devices such as solenoid valves, relay valves, overheat thermostats and only a proper Gas Safe Engineer will check that these are working as they should.
